The key is to divide product features into the capabilities needed to deliver value, prioritizing things to deliver expected value early. Notice that I said "expected value", not "value". If a feature has risk, then removing the risk increases the feature's expected value. Judgment is needed about how to prioritize things to increase the chances of delivering actual value the soonest.
