Yes that is a good point. There must be a balance between "let the developers use whatever tools they want" and "have a thoughtul discussion about what the criteria for a tool should be, and which tools might be best". And perhaps when someone tries out a new tool, someone with experience so that they can ask questions that reflect the full software lifecycle.
