Yes it should be; but the needs of the organization need to come before "fun". Inexperienced programmers often make very poor choices about tools, because they don't know what they don't know. They tend to have a very limited view.

For example, they tend to prioritize their ability to code quickly over the ability of others to be able to read and extend that code. The growing popularity of Python is a great example of this: It is a "fun" language - until you have to extend some else's Python. But an experienced programmer will usually appreciate the benefits of type safety, having had to extend others' code.
