Yes, agreed. I usually think of epics as themes. It is often the case that a story serves multiple epics. If one treats epics as backlog items, then you kind of have to see the epic/story relationship as hierarchical, but it is not: it is sometimes many-to-many. If you view an epic as a theme or category, then there is no issue.
