Good leadership is the _MOST_ important thing - most of the advice here is for people in leadership roles. We need those people to heed the advice in the bulleted list - but also to understand it, and not use it prescriptively, as was done with the Agile Manifesto.
These are all complex issues. The list is, at best, a set of reminders: not a set of instructions. To understand these maxims, one must learn a great deal, and acquire a lot of experience, over time.
