When I used to consult to organizations, I always found that teams were _NEVER_ the problem. The problem was _ALWAYS_ a lack of leadership, or poor leadership, _BEYOND_ the teams.

The big failing of Scrum is that it focuses on the individual team, but that is not where the challenge is.
