That will confuse a lot of people, and frankly it is a redefinition of the term TDD. TDD is the name of a very specific method that focuses on writing unit tests as a means of designing code.

I would recommend using a different phrase, such as BDD or test-first design, which is not overloaded with the common meaning of TDD.
