Successful companies have experts - site reliability engineers, security experts, machine learning experts, and so on. Those people help teams; for deep expertise like machine learning, the learning is beyond what a dev team can do, so dev teams need too collobarate well with teams of experts. The same is true of product design. Apple is very successful by having a separate product design group.

I don't think that an ideology will work. One has to be flexible and consider each situation.
