IME, the best programmer collaboration occurs one-on-one between developers by texting. It is more effective than in-person, because if someone goes too fast, you have what they typed: you can effectively slow them down. And you can look at your own screen — not squint trying to see theirs. And if someone mumbles or does not speak clearly, that is not an issue with texting.
Also, if people have fewer distractions at home than at work — that is huge — but some people might have more distractions at home (kids home from school).
Regarding being able to create deployable increments, that depends on the CI/CD processes. If they don’t have those processes in place, they will have just as much difficulty at work as at home.
