The engines in the Falcon are not based on Soviet technology. They were custom developed by the initial team at SpaceX, with Tom Mueller leading the development.

A rocket that lands is most definitely useful: it drastically reduces the cost to orbit - my orders of magnitude. That's one of the reasons why ULA is now up for sale - they just can't compete.
