People work differently - we are neurodiverse. TDD is a bottom-up way of working. Some people work top-down. I.e., they don't even think about inputs and outputs until they have figured out how the code will work.
The managers are wrong to mandate an approach. We must not make the same mistake by assuming that TDD is best for everyone.
