The problem is Scrum:

Scrum defines a one-way process in which a product know-it-all dishes out features for a team to implement. Scrum's built-in assumption is that the team does not need to understand why those features are needed. As such, Scrum provides no ideas for how to involve users, let alone product design.

"Scrum Masters will happily talk about Test Driven Development, Acceptance Test Driven Development or Behavior Driven Development, Domain Driven Design, Definition of Ready, Pair Programming, Swarming"

IME, Scrum Masters know little about these things - because they usually are non-technical and what the developers do is essentially black magic to the Scrum Master.

Scrum is the problem. It is a huge dysfunction.
