Puppet is a server provisioning tool. Terraform is about declaring and deploying container-based systems. Not the same. The use case of Puppet has nearly evaporated - I don't know any developers who use tools like Chef and Puppet anymore. The only people who use tools like Chef, Puppet, and Ansible are people who roll their own container cluster - that's an outlier use case. And Kubernetes also is a cluster technology.
