Kind of an operating system. Indeed the brain is a collection of interconnected neural networks, and there is some kind of operating system that coordinates the interaction.

I have often thought about a “resonance” between the world and the brain’s model of the world, as being a possible source of consciousness.

But then, what is “the world”? Quantum mechanics tell us that it is an observed state, and that we we observe must be consistent with what other’s observe — but only those others with whom we communicate with. All intersecting observations must be consistent over time — that is the only constraint. (See this paper.)

So the brain maintains a model that explains our observations; but the observations themselves seem to select a reality. So if the brain’s model resonate with reality, then we are saying that the brain’s model resonates with a selected reality.
