Indeed, and IME self-organization does not happen well in any organization. What happens is that "leaders emerge", and they are extroverted aggressive people who pose as collaborators.

But I agree that the incentives in hierarchical organizations make it worse. Yet it is a mistake that if one fixes the incentives, that the organization will become egalitarian.
