I love this. It steps back and views the situation from a psychological perspective, and proposes what to do.

There is another very important reason that many people stay silent in a meeting: they are neurologically different from the others.

When you ask some people a question, they respond immediately, using their "System 1" thought processes.

But other people, when you ask them the same question, they switch to "System 2", and start considering deeper answers - root causes. That takes time. Those people cannot fully process their thoughts in a meeting. They need solitary reflection. Then they are ready to talk.

So meetings are not a good way for everyone to collaboration. Some people, yes; others, no.

That's why Agile 2 emphasizes neurodiversity and reminds us that effective collaboration about complex issues requires five things: reading, writing, talking, listening, and thinking; and these happen over time - not in a single event.
