I don't care about Scrum - don't need it.
But Def of Ready is really important for data: it is essential that stakeholders who own data make that data avaialble in a curated form so that teams have usable production-like test data. Def of Ready is a really effective way to get the stakeholders to act.
But like everything, it is not just about what you do but how you do it: if you make the DOR require that _all_ things be provided at the start, that is just as bad. Instead, DOR should be that the stakeholders have _started to_ provide the data.
