Indeed, it is partly about people. But it is also about patterns, and viewpoints, and approaches, and skills.

To achieve agility in a complex organization is not simple. There is a lot too it. The short maxims of the Agile Manifesto are not sufficient - much more is needed. And the topic is open-ended: there is no framework or idea set that includes everything you need to know.
