Yes, there are surely such projects. However, my reasons for thinking that is not always the explanation are, (1) the reports from the Air Force pilots — and the videos — show craft with maneuverability capabilities well beyond what today’s aircraft have, making sudden and seemingly impossible changes of direction, and (2) the Air Force would merely have covered up the reports, since the pilots are completely under Air Force control. For example, there have been many sightings of the Aurora aircraft, but the Air Force has not said anything about it.

But I agree that we cannot know for sure!
