Only because we are currently simulating them in digital computers, because those are the tools that we have. But neuromorphic hardware is not Turing Machine-based.

Quantum processors are of several kinds. Some are completely non-Turing, and others are a kind of hybrid. The latter are "general purpose" and are the harder type to create.
