The logical conclusion is that managers can all be replaced by SAFe-certified staff. Experience not needed; judgment not needed: just follow the SAFe cookbook.
The reality is that you cannot define all these things in a template. At best, SAFe is a set of ideas coopted from other places.
I believe it is better to read the original ideas in those other places.
The way that SAFe assembles things might not be best for you, and it certainly won't differentiate you.
Next they will add AI too.
And then Finance.
And then they will add a CEO role and define a process for that. So CEOs won't need that high salary anymore: why would a role that is so precisely defined need a high salary? Anyone with an MBA should be able to do it.
If this seems ludicrous, then you get my point.
