Agility must be driven from the top, but as Willem-Jan says, it is not a process rollout or an "implementation". Becoming more agile requires a shift in people's ad hoc behavior, which requires a shift in the culture, and also requires that they learn Lean and Flow patterns for organizing their own work. Don't organize it for them. Instead, generate discussions and sometimes make final decisions, but what matters most is those discussions.
