I would suggest that the term "Scrum Master" needs to be sunset. It is defined by Scrum, but as Willem-Jan has pointed out, the role is a "paper tiger".

Instead, managers (who are leaders with authority) need to focus on the kinds of leadership that are needed among and within teams, and make sure those are in place, and curate and test appraoches over time. Product development groups (many teams usually) need organizing/coordinating/nudging leadership, inspirational leadership, technical depth thought leadership (ideally Socratic, but also decisive), and other forms as well. That is not a matter of defining roles or org boxes - it is about getting to know individuals and observing the system carefully.
