Yes: and I would suggest that the first thing to give agency on is, Do you want to use Scrum?

Regarding "The Agile Manifesto is fundamental to Scrum", no, it is not. Scrum was created _before_ the Agile Manifesto. Indeed, the very first value of the Manifesto reads, "Individuals and interactions over processes..."

The feature mill of Scrum is certainly not what the Manifesto expresses. Agility actually arises from organizational cuture and behavioral norms - not from team agreements. If one looks at highly agile companies, they don't use these frameworks.
