We say many times, that it is just a set of ideas - an open set. There are no "practices" in Agile 2. No roles. No processes. That was deliberate.
Perhaps view it as an attempt to improve on the original Manifesto, which was not a framework (like Scrum or SAFe), but rather was just a set of ideas. But the Manifesto's ideas were too simplistic, and they did not explain themselves, leading to extreme interpretations.
