No, it is not. Two of the creators of Agile 2 are HR professionals and one is a founders of the Agile PeopleOps Framework. It is _not_ true that HR is agile in most companies - far from it.
Also, from a survey we conducted, we discovered that most HR people have a very poor understanding of agility.
